As you correctly identified through the Register of Commission Expert Groups, DG SANCO's Unit E.4 is in charge of the "Expert Group on the provision of food information to consumers" (E02857). We are currently in the process of preparing the necessary modifications to our websites in order to make public the agendas of the expert groups meetings we are responsible for as well as information on their activities. With respect to your question, indeed the  Expert Group on the provision of food information to consumers discussed on 24 May 2013 the transfer of the rules of Commission Regulation (EC) No 41/2009 on the use of the statements 'gluten-free' and 'very low gluten' under Regulation (EU) No 1169/2011 of the European Parliament and of the Council on the provision of food information to consumers.

As you probably know, the transfer is being done in two steps in this case: first a delegated act pursuant to Article 36(4) of Regulation (EU) No 1169/2011 to amend that Regulation and enable the Commission to adopt the rules.  On this basis  in the second step, an implementing act will set the substantial rules. The Expert Group meeting of 24 May 2013 only discussed the procedural first step. In this meeting the Commission presented its work plan and the two steps approach, which was supported by the Member States. No discussion took place on the substantial rules. Following this meeting, the Commission adopted Commission Delegated Regulation (EU) No 1155/2013 of August 21 2013 amending Regulation (EU) No 1169/2011 of the European Parliament and of the Council on the provision of food information to consumers as regards information on the absence and reduced presence of gluten in food  (http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:L:2013:306:0007:0007:EN:PDF ).

The Commission is currently preparing the implementing act which will contain detailed rules on ‘gluten-free’ and ‘very low gluten’ (second step of the transfer) labelling requirements. This will be discussed and voted in a future meeting of the General Food Law section of the SCFCAH. In case of EU implementing legislation Expert Groups are not consulted. However, as you might be aware, a summary record of the SCFCAH meetings can be found on DG SANCO's website (http://ec.europa.eu/food/committees/regulatory/scfcah/general_food/index_en.htm). In addition on the website of the Comitology Register the draft of the implementing acts are also published (http://ec.europa.eu/transparency/regcomitology/index.cfm (http://ec.europa.eu/transparency/regcomitology/index.cfm?do=search.result).

I am a coeliac disease patient and blog writer interested in the European legislation on "gluten free" labeling.

Commission document C(2013) 5405 final of 21.8.2013 refers to a consultation of the "Expert Group on Regulation (EU) No 1169/2011 on the provision of food information to consumers" of 24 May 2013.

This Expert Group seems not to have its own website, nor can I find its Minutes or Agenda's online. The Register of Commission Expert Groups mentions an "Expert Group on the provision of food information to consumers" (E02857) and states your unit DG SANCO E.4 as the contact.

Could you please provide me with the Minutes of the meeting of 24 May 2013, as well as possible other meetings of this Expert Group in which the gluten free labelling was discussed?

If I understand correctly, an implementing act will now follow for which the Standing Committee on the Food Chain and Animal Health (SCFCAH) needs to be consulted through an examination procedure.

Will the consultations for the implementing acts regarding gluten free labelling be discussed in the General Food Law section of SCFCAH, or in another section? Will the Expert Group on 1169/2011 be consulted as well? If so, how can I follow the Agenda's and Minutes of this Expert Group meetings?

Any additional information that you can provide would of course be greatly appreciated. If I need to contact somebody else, please refer me to the right person.
